I thinks that your application Distance tag is a first step interesting for Covid19  . I would like to suggest an extension to avoid some  Distance Tag contraint  and possibility to access big market ( you know may be that a consortium  is working for a tracking solution for government in Europe )
So with Distance tag contraint are :
1) each people need to have is own smartphone and pay communication ( 3G or 4G) fees ( not so easy for old person)
3) the battery discharge could be a big  trouble ( Wiatag experience)
2) even it is easy you need a admin app and  configure each smart phone with the Bluetooth Tag
I would like to share with you another concept
1) each people has a Bluetooth Bracelet  ( Low cost)
2) an Android tablet with 3 or 4G connection has your special app with the ability to scan all Bluetooth bracelet around ( Up to 100 if possible)
This android tablette is always powered  so no trouble of power . This android tablet  is in a place like a confinement area ( Hotel , Hospice, Hospital) and also in main shop of the town and why not in each bus .....This android Tablet is connected to Wialon as a special device ( an  GPS Hub for bracelet )
4) we create each people  like an objet by sending a list of ID of Bracelet on Wialon
5) So each people could be located in some special place or out the place  so it is easy to detect place where some people are in contact and see if people with contamination has been in contact with other people
6)  reception of a big number of tag  by a GPS device was already done in Wialon for special project
