Modify the Pointing IP on device by platform

Format：
*HQ,IMEI,IP,INDEX,IP,PORT,YM#
INDEX：1 or 2 are priority number.1 is IP priority, 2 is domain priority.
IP：IP address（32byte）
PORT：Port
YM: Domain

E.g. Set IP：22.69.137.37   Port：17799
*HQ,135790246811221,IP,1,25894516,4587,www.gps588.com#
Note：25  89  45  16   correspond  to 37  137  69  22
Default priority number is 2, domain.

Device reply：
*HQ,135790246811221,V4,IP,130305,050316,A,2212.8745,N,11346.6574,E,14.28,028,220902,FFFFFBFF#
