Hi,
I have added Orbcomm ST 9100 to wialon local system, and I have added the settings of the device server IP and port, but the device never connect to system.
When I changed the device type to Orbcomm IGWS2 and change the device settings the system connect to device normally.
Who can tell me what is the problem with device type Orbcomm ST 9100

I think you should check if the device is configured correctly with the appropriate settings and communication parameters specific to the ST 9100. If that is not the problem then it could be the IP address and port settings or the firewall.
