How can the administrator or supervisor create form or report template and send it to the driver or employee who will fill it and send it to the supervisor or service center?
I found this feature in Navixy GPS fleet management service.

It looks like some kind of a task tracker. There is no such standard feature in Wialon.
But if it is a delivery task then Logistics app may suit you.
Also almost any feature can be implemented with a help of SDK.
At the moment I'm working on such software. The dispatcher creates tasks and sends them to the mobile devices of the employees. After the task is completed, the employee must fill out a questionnaire. It is possible to have different questionnaires for different projects. After that a report based on this questionnaire can be created.
The software is more than 2 years old, but at moment I'm working on the web site for it:

In my opinion it is a functionality not for Wialon core, but for a plugin (or in Wialon-language: an app).
