There are many things to consider speed of movement is just one of them. The environment the vehicle is ie is it on a busy road where immobilizing the unit even at low speed could result in an accident. When the engine is stopped all power assistance for steering and breaking is also lost. Normally the immobilization occurs when the vehicle is turned off and it cannot be restarted. In some countries it is illegal to immobilize the engine directly.
Alternative is to restrict the fuel so that the vehicle has to pull over and then it could be immobilized.

John, Fuel cutoff is good for Petrol engines. In the case of diesel engines, air lock happen and its a tedious job to pull the vehicle out from the track after bleeding the fuel lines. Any good option for Diesel Engines, please suggest.
