Option 1 - If you do "2" we are in the same position; client with 15 users will have to add on every user the object....
It is quite simple from my point of view, develop things as simple tools for clients that will not waste time checking info from platform or trying to know where are the different tools to work with it. If you offer platform to optimize fleet and this tool gives more work to client they will not use it.
Complicated things scare clients.
