How to create a layer to leaflet

Hi guys i have a very interesting proyect, the proyect is show in a heat map the coverage of signal from the towers of celullar companies, At this moment I can get the towers from open cell id, but my problem is generated the layer, in an article i  read with arcgis that is posible but is a bit expensive, For this reason I ask you how i can to generated a layer ready from use in leaflet, similar for example a layer generated by wialon to view the track of an unit.

Maybe this post is a bit apart to wialon , but if you can help me I'll very grateful.
