First of all, I should ask what for do you want to use this map? That preferences it has before all already integrated maps?
I'll notice, that this map contains markers and information about markers. We cannot integrate such elements anyway. The only we can integrate is map layers like in this link.
Search results also hint that this map is not actively supported and it should be rather difficult to find it's API.

The Skyvector system is basically Openstreetmaps with DROTAM (Drone Notice to Airman) the markers seen on the map are fetched from publicly accessible APIs from state and central government aviation regulatory authorities like FAA in the US.
To summarize: The base map itself is opensource, the marker data can be proprietary or public domain.
