Fuel card transaction upload

Has anyone considered/created a process where we could upload predefined fuel transaction file from excel as an event type to compare stops and fuel fillings. We reviewed several of the major fuel card data files from clients and find them to be very similar.  Seems it would be relative easy to create a template upload like in logistics, then geocode the fuel transaction and pass gallons, cost, brand, time, etc. as an event type.  The user then has near perfect validation of the fuel transactions with the ability to output a fuel report with transaction exceptions, e.g. expense with no stop/filling recorded. 

I have seen a few competitors advertise integration of a specific fuel card, but is done centrally with API. Seems the above approach would be a great sell.  Thoughts, votes?  Maybe someone has already built such functionality.
