We want to create a notification. Each driver should have 15 min stop/parking every 2 hours. If a driver doesn't spot then Wialon should notify us (online).

notification is triggered when some event occurs , for example exit to geofences, so there is not some time schedule interval of nottication to trigger
As some way to solve you situatuon , you can try to use notification type Idling and set up triggered time every 2 hours, option Time limitation, for example 10:00 - 10:10 , 12:00- 12:10 and etc (set up plus/minus some minute, becouse for sure driver can start to stop after several minutes ago of before)
