(i "developed" a config file, than i added a command in Wialon where i choosed the config file. no pass/user set in the fm1100. but seems that i have do to a bit more...)

I do not know if this will help but I was having a problem uploading to a Ruptela device and found that the issue was the link time out. Change the timeout to a larger value and the uploads started working.
For the Ruptel'a Wialon was always starting from the first packet if the connection was lost.

i already managed to send configurations via Wialon Hosting to a Teltonika HW.
Only the file you send must be done by yourself and is not so easy ;-)

Could you please explain the process?? I have had issues with uploading config for Teltonika devices as well.
And the above mentioned .pdf guide is not understandable.
