Suntech ST4340

Working with Suntech.  We are not able to get the device to report in if disconnected from power.  Considering this is a tracking device for motorcycles / ATVs, it seems like this would be a non-starter.  That said, there are 720 devices currently on the platform.  Are we missing something?
