Kindly suggest me Is there any means that we can decode fuel level from raw data or How can i Decode the Wialon binary Messages.?

Hello,
There is no way to decode binary message (WLB).
If you want the file with messages to be readable try to export WLN. This file format can be opened with standard text editor.
