RFID Driver Identification

Hi,

I understand that there are several ways of configuring RFID reader.

1. Without driver register his card on the reader, the vehicle cannot be started.
2. As soon as the vehicle is started, the buzzer keep sounding until the driver place his card on the reader.
3. When driver register his card, either he can get a visual indication confirming registration or even it can be an audible indicator.
and so on

Now what I am looking for is (vehicle without immobilizer):

If the driver ignore and do not register his card and drive off the vehicle, can the command center get a notification that the driver has not registered his/her RFID card. consider, In this vehicle only RFID reader is installed and no other sensors like seat sensor, camera, door sensor, no CANbus, tachograph etc.
