Hello,
My customer want notification if the vehicle make any unauthorized stops from 09:30PM to 10:30PM  everyday.

How can i implemnt this?

1) control type -- speed
2) parameters -- time limitation

Still it is not clear, what is "unauthorized stop". If this term includes some additional condition, then provide more details, please.

If every stop in mentioned time interval is unauthorized, then you can use previously described algorythm.
If some stops are allowed (authorized stops), then you should add some other criteria, that allows to divide unauthorized and authorized stops.
