Going to check that with some other partners what would be the most flexible.
We are assuming, that only top user can edit such settings (add/edit/remove own tile layers). Then, how to setup accounts, for which this maps must be available? It is preferred to select for each layer list of accounts, or use existing Service settings? Or both?
I would put the "layers" into Service as Services. So i can enable or disable "Map Layers" in the Service for one Account (i like the Service Tab in CMS).
Are these layers must be configurable in user settings? Per-layer or as "all custom layers"? Or you want to divide layers to groups?
not tooo complicated.
Real live shows that Endcustomer normaly is not configuring such things by them self.
--> Enable in Account Settings in CMS and it will be automaticaly availabe (and marked like Open Street Maps in user config)
(but you dont need to show it there)
